Message	It does have an effect, but the rotational inertia of the pulley is small since its diameter is small, so the effect is substantially less than the flywheel. In overall terms, relative to the inertia represented by the car, the effect is negligible. Even UD acknowledges that the weight itself gives negligible gains.
